yes, because thats the defining moment of democracy. as through this we can say that people have understood their responsibility and need for sharing power.so we can say that deepening of democracy is taking place.

popular struggle does not end with establishment of democracy because after installing democracy we have to make sure democracy stays in country forever and so there are many struggles for success of democracy as well. Bolivian Water War is a very good example of that. In Bolivia although it is a democratic country , it fought for success of democracy by going on strike and succeeded. so v can say that the popular struggle doesnt end with installation..but also for success.
