One of the few who has, the American sociologist Theodore Caplow, gives the following reasons for the relegation of women to the bottom of the occupational structure. Firstly, he points to the primary status of women as mothers and housewives. As such, their careers are discontinuous due to the fact that they move out of the labour market to produce and rear children. Secondly, women are secondary breadwinners compared to the male family head. This encourages the attitude that it is right and proper that women should be paid less than men. Thirdly, due to the mother-housewife role, which ties wives to their husbands, women are less geographically mobile than men. The family is much more likely to move house to follow the husband s career than that of the wife. This helps to explain the link between women and low status jobs, since a successful career often requires residential mobility. Fourthly, there is a large reserve of employable women, which usually means that the demand for work will exceed its supply. As a result, employers will not have to attract female labour with high wages, career opportunities and improved working conditions. Finally, there is a vast array of rules and statutes dealing with the employment of women. These regulations limit their hours of work and bar them from many occupations, particularly the more strenuous. According to Caplow, some of these statutes are designed for their protection, some intended to reduce their effectiveness as competitors, and some adroitly contrived to both purposes at once . Caplow argues that the market situation of women is further influenced by two themes of American culture. The first states that except in family relationships, males should not be directly subordinate to females. The second states that except in family or sexual relationships, intimate groups should be composed of either sex but never both. These themes are expressed in the occupational sphere in the following way. Men generally occupy positions of authority and work groups are usually single sexed. From single sexed work groups, it is only a short step to the sexual division of labour and the idea of men s work and women s work in the job market. 47.
