In the underdeveloped countries there is often no other class which can provide the initial leaven for any change whether of the reformist or the revolutionary variety. At times some aggrieved and discontented individuals of the middle class may make a convenience of the sufferings of the poor and use their cause in an effort to achieve their own social or individual objectives. At other times it may be that some of the socially conscious individuals who have taken the altruistic values of their culture more seriously than others feel strongly motivated to register protest at the flagrant violation of these values.
