DEFENCE AND STRATEGIC STUDIES S PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S J 1106 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. Each question should be answered in about thirty (30) words and each carries five (5) marks. (5x5=25 marks) ( 5) (30) ( 5) (5x5=25 ) It is a sound strategic principle that a country has to prepare itself to meet the capabilities of hostile neighbours rather than to accept their current intentions, since capabilities are more durable than intentions. India has therefore to be prepared to meet a combined challenge of 13 Pakistani divisions (including 2 armoured divisions) and 14 to 15 Chinese divisions in Tibet which can be further increased temporarily. It is difficult to argue at the present stage, six years after forcible Chinese occupation of the area under the Indian posts in Ladakh, and only three years after Indian withdrawal from the areas occupied in the 1965 conflict with Pakistan, that this continuing confrontation is based on genuine but mistaken fears of Indian intentions towards China and Pakistan. The magnitude of the task makes some Indians wonder whether this challenge can be met by India alone without allies. It has also caused the credibility of the Indian defence posture to be questioned in Western countries where, in spite of the happenings of 1965, a strong presumption exists that India will be forced to fall back on Western aid to contain serious Chinese pressure, concerning Pakistani pressure on India there is a continuing ambivalence.
