DEFENCE AND STRATEGIC STUDIES S PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. Each question should be answered in about thirty (30) words and each carries five (5) marks. The problem here is one of locating where power and authority rests in the Indian political system, especially with regard to defence decision-making. The nature of cabinet responsibility, the hierarchical three tier system of committee decision-making, the relationship between the Ministries of Finance and Defence, the struggle by other ministries for a larger slice of the budgetary cake, and the influence of Indian parliamentary financial and investigative committees all play various roles in determining how much is needed for the defence of India. When dealing with structural considerations, the focus becomes essentially on the Indian Parliament, its relevant governmental ministries, and its accompanying bureaucratic procedures. It is in this arena that the defence budget is formulated, presented, debated and adopted. In parliamentary systems such as those of Britain and India, there is a fusion of executive and legislative powers, the former being part of the latter.
