A STUDY of India s relations with its neighbours is an essential preliminary to assess the problems that face those responsible for securing India s defence. In fact, defence policy and foreign policy are complementary to each other and must be worked out to provide mutual support. As Clausewitz has stated, War is a continuation of State policy by other means . He goes on to observe that war cannot be independent of a country s foreign policy and that the main aspects of all great strategic plans are of a political nature. He was speaking in a country which had just played a leading part in the destruction of Napoleon and was champing to impose its will on its neighbours; but the observation applies equally to peace loving countries. A country s love for peace and desire to be left alone does not, because of that reason, make it immune to attack from hostile powers. It can only ignore at its own risk making adequate preparations, militarily and politically, to defend its security. This requires a foreign policy based on enlightened self-interest; it must keep itself informed fully of the power relationships in the international field and so develop its foreign policy as to safeguard itself against external attack or internal subversion fomented by or deriving support from external sources. 46.
