DEFENCE AND STRATEGIC STUDIES S PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S D 1107 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. Each question should be answered in about thirty (30) words and each carries five (5) marks. (5x5=25 marks) (5) (30) (5) (5x5=25 ) Kautilya, also known as Vishnugupta, was a great strategic genius of India. What he wrote in his famous treatise, Arthashastra, on the ancient military wisdom, military organisation, arms and services, types of wars, forts and fortification, secret service, battle arrays and battle procedure became norms and codes of military systems for many succeeding centuries . He himself played a significant role through establishing a strong Mauryan empire under Chandragupta Maurya and suggesting state mechanism against external aggression. That was how, for centuries, India enjoyed impregnable defence against foreign invaders. His views on internal security were full of statesmanship and strategic farsightedness, particularly when he aptly compared internal instability with the lurking hood of a snake, which must be crippled without delay. His views on administration, war council, war finance and mobilisation of resources are exemplary. The Mandala theory propounded by him on the inter-state relations and policy options are still relevant in various ways, particularly when the world is in a state of flux. According to one analysis, he combined in himself the authoritarianism of Lenin, the patriortism of Chiang and the idealism of Woodrow Wilson. However, in Western view, he has found less importance in strategic circles vis-a-vis Chinese thinker Suntzu and others.
