SOCIAL WORK PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S D 1007 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. Each question should be answered in about thirty (30) words and each carries five (5) marks. (5x5=25 marks) ( 5) (30) ( 5) (5x5=25 ) Prohibition is a social security measure founded on moral and spiritual values. It seeks fulfilment of an ideal of making society free of all kinds of vices and exploitation. It is an instrument of law and order, saving the poor from social deprivation and health hazards. Ashoka, Akbar, Kautilya and Manu condemned drinks and drugs. In early India history, manufacture, transportation and sale of alcohol wasade a capital offence. In recent years, consumption of liquor has been showing an upward trend. Liquor industry has become a highly lucrative enterprise. Today all States except Gujarat have stepped out of prohibition. In research studies, tension, boredom and personal problems are stated as causes of alcohol and drug abuse. Alcohol abuse creates inebriety, stupefaction and deterioration of intelligence., perversion and unhappiness. It creates social problems like family disruption, child neglect, industrial accidents, absenteeism and corruption. An expert group has listed the following effects of alcohol on health. Liver damage. Damage to central nervous system affecting performance at typing, driving and skilled operations. Heart disease, malnutrition and stops formation of red blood cells. Diseases of muscles and digestion. Malnutrition. D 1007 3 P.T.O. In 1888, there was agitation against the British Government to ban alcohol manufacture and consumption by law. The British pleaded that alcohol earned excise revenue. In 1906, Lokmanya Tilak launched a people s agitation by picketing liquor shops in Pune. In 1920, Mahatma Gandhi was instrumental to adopt prohibition as a constructive programme. Prohibition was not an isolated programme but a part of the general programme of social moral and spiritual uplift of India s freedom struggle. In 1937 the popular governments enacted comprehensive prohibition laws. These laws were annulled after the resignations in 1939. Prohibition is a part of article 47 of Indian Constitution. Control of production and sale of liquor is a state subject under constitution. The policy of prohibition is under suppression in the argument of increase in excise duty for the Governments. Government resolved to enforce prohibition in 1978 but was withdrawn in 1980 under the pretext of loss of revenue. The remedy shall lie in education and re-education of the nation and not merely closing down liquor shops. Social work should be effective by providing guidance and re-education as well as counseling in order to control the problems of alcohol dependence. The role of press in instructing and education of the masses is very important.
