There is NO negative marking. D 1006 1 P.T.O. SOCIAL WORK PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S D 1006 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. Each question should be answered in about thirty (30) words and each carries five (5) marks. (5x5=25 marks) (5) (30) (5) (5x5=25 ) This is an unfortunate reality that children are referred to as workforce. Children of marginal farmers and landless labourers work regularly. They sometimes work as bonded labourers as well, because their poor parents often take loans from rich farmers and money lenders. In cities and towns, children are much more miserable because cities are impersonal, cruel and consumption oriented places. Some children live on their own while others live with their families. Many children come to the cities as a result of leap migration or step migration. Poverty, loneliness and vulnerability make working children a most miserable group in cities and towns. They represent the urban poor. A UNICEF report on Child Labour has exposed four common myths associated with child labour (A) Child Labour is a problem of poor and developing Countries. (B) Child Labour emerges out of poverty. (C) Child Labour flourishes mainly in export units (D) Stern action like boy cotting by consumers and the government, can control it. All the myths are incorrect. In U. K., children (26%) of ethnic minorities, in the age group of 11-15 years are child workers. Child Labour cannot reduce poverty. It can rather perpetuate it. Child Labour cannot be associated with export units alone. International pressures and boycott can even create worse conditions. It has happened in Bangla Desh. After the introduction of the Harkin Bill (1992) in USA, garment factories were closed in Bangla Desh and many girl child workers, who were dismissed, had to accept more hazardous jobs. Many of them were pushed to prostitution. This analysis, explains the complexity of the situation. Today it is quite clear that child labour is an outcome of many complicated social factors. Therefore a multidimensional and longer planning and a massive compaign is required to make a headway. D 1006 3 P.T.O.
