SOCIAL WORK PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S J 1007 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. It is an articulation of the desired end results in broader terms. A. P. J Abdul Kalam. This is not a plan or projection of what India will be in 2020. Twenty years is too long a period for either. Even our demographic projections are only estimates and not actuals. The second decade of the 21st century lies behind a barrier that cannot be removed by statistical probes. In the mid-sixties India was under the threat of widespread famine perennially dependent on foreign food aid to feed its people. Who could have imagined that within such short period our foodgrain production will double and India will have significant surpluses ? Did we anticipate in 1980 that the personal computer revolution will appear just two years later ? When India s software exports were only $12 million in 1983, who imagined that they will multiply 500 times in the next 17 years and that the country will be recognized as a major IT power ? Who imagined the fall of the Berlin wall and the breaks up of the USSR within a span of two years? Even a visionary like Microsoft founder Bill Gates admits that he was not able to grasp the enormous potential of the Internet until it had already spawned a global revolution. The growth rate of our cities today is only 25 percent lower today than what we anticipated five years ago. Planning and predicting long time horizons over two decades is beyond our capacity. Call it vision, imagination or aspiration, this faculty distinguishes us from other living beings and constantly drives the evolutionary progress of humanity. Vision requires a subtle blend of humility and the courage to dare. To realize our vision, we must identify untapped potential and unutilized opportunities that await exploitation, both domestic and international. The problems and challenges that obstruct our progress must also be identified. Forces that oppose our progress make us strive harder. They prove the best indicators of what will be achieved. We must fully utilize the material, human, technological and social resources we possess in the most rapid, efficient and organized manner. Oudated attitudes must be done away with, in order to advance rapidly. Our vision must express the aspirations of the nation as well as determination and commitment for self realization. India s per capita income has doubled over the last twenty years. Population growth has slowed down by 1.6 percent per annum A growth rate of Gross Domestic Product (GDP) of around 9 percent per annum would be sufficient to quadruple the per capita income by 2020. J 1007 3 P.T.O. Engines for economic growth Education levels are rising rapidly Rates of technological innovation and application are accelerating. Cheaper and faster communication is dissolving physical and social barriers, both within country and internationally. Information is being made available in greater quantity and quality than before. Globalization is opening new markets. If India achieves this quadrupling of per capita income by 2020, it will achieve a level of development far higher than where China is today and at par with the upper middle income (UMI) countries like Argentina, and South Africa,.
