Our Prime Minister in his Independence Day announcements declared a rural development programme called PURA - Providing Urban Amenities in Rural Areas. The programme involves identification of rural clusters with growth potential and creating four different types of connectivities - Physical connectivity in the form of road, transportation and power connectivity; electronic connectivity in the form of reliable telecom, internet and Information Technology services; knowledge connectivity in the form of good educational and training institutions; and market connectivity that would enable farmers and others to get the best prices for their produce. Out of six lakh villages in the country about 50,000 PURA complexes would emerge and this would enable development of the nation through economic connectivity of villages. Each university could work towards this end in their own region and come up with the model appropriate to the state. They should consider the type of farming to be chosen, the area under cultivation, water management, food production and marketing. 49.
