POPULATION STUDIES PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S D 1507 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. Each question should be answered in about thirty (30) words and each carries five (5) marks. (5x5=25 marks) ( 5) (30) ( 5) (5x5=25 ) The events of history and the results of empirical research gradually are relegating the principle of population to the scientific trash heap of theories that are inconsistent with the data. Malthus s work illustrated the rules in social science that (a) one cannot reliably predict the behaviour of men in reasoning by analogy from the behaviour of animals, (b) man s behaviour in the historical past is not an infallible predictor of his future adjustments, and (c) generalizations about the lower class made by members of the middle and upper classes often are based on ignorance of how the lower class thinks and feels. The controversy that Malthus generated brought the population problem to the attention of the entire scholarly world. But even this service was not an unmixed blessing. Lorimer asserts : There is considerable evidence to the effect that the Malthusian controversy tended to inhibit the progress of demography as a science . He cites David Glass as being of the opinion that the comparative neglect of the study of fertility by eighteenth century statisticians was due in part to the fact that it was a controversial topic, with uninviting political overtones which were almost certain to press a scientist studying fertility to join or be relegated to one political camp or another. This evaluation of Malthus is not universally accepted. For example, a contrary view has been recently expressed by William Petersen, who writes : Malthus results were not all new and were not all true; but his work has the merit of being the first thorough application of the inductive method to social science... He is still worth reading today because he forcefully posed a few important questions, but his answers to them are inadequate by today s standards . D 1507 3 P.T.O.
