Wealthy bureaucracies and/or bureaucracies with great control over policy are not necessarily bureaucracies that secure effective implementation of state policy. Relevant here may be the current distinction between weak and strong states. Weak states (in at least one acceptation of the term) may be those unable to collect taxes, enforce law and order, control borders, and in general assert and maintain statehood. Even when states are strong enough to maintain sovereignty, their bureaucracies mobilize varying degrees of consent, trust and support from the population. Cultural variables seem important in explaining the differential capability of government bureaucracies, at similar levels of modernization, in securing citizen support and cooperation, in the implementation of government programs.
