PUBLIC ADMINISTRATION PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S D 1407 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. Each question should be answered in about thirty (30) words and carries five (5) marks. When India became independent a little before the middle of the century, our leaders, who were at the helm of affairs had certain vision of free India. They thought of a democratic India engaged in the task of development for raising the level of living of the mass of people and making their lives richer, fuller and better. It was in that context that thought was given to the refashioning of the administrative system. Paul Appleby, an American expert was invited by Pt. Jawaharlal Nehru and the Planning Commission to have a look at India s administrative system. In this famous report Paul Appleby stated that the task undertaken by free India viz. development through democracy development for the people as numerous as in India, was an unprecedented task in the annals of human history. In his estimate, India has an administrative system which was one of the twelve best in the world. But that administrative system had to be transformed to meet the new challenges before the free India. The nature of the transformation of the system was explained in our Five Year Plans. One element of transformation was that it was no longer the instrument of Colonial rule but was an instrument of democracy. In a system of Parliamentary democracy which was established under our constitution, the administrative executive would be responsible and accountable to the political executive that is the Council of Ministers which would in turn, be accountable to the Parliament and to the people at large. It was the task of the administration to make democracy work as an efficient system. The other aspect of transformation was that the administration would not be an instrument of the Police State or the law and order State but would be an instrument of the welfare State or the development State.
