PUBLIC ADMINISTRATION PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S J 1407 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. Each question should be answered in about thirty (30) words and carries five (5) marks. (5x5=25 marks) ( 5) (30) ( 5) (5x5=25 ) Read the passage below, and answer questions that follow based on your understanding of the passage. The committee on public undertakings of the Eighth Lok Sabha submitted a very valuable report on Accountability and Autonomy of Public Undertakings. The committee considered autonomy, financial and administrative, vital for a public undertaking to enable it to function freely and in a competitive environment. Since the accountability of the executive to Parliament is recognised as the basic concept of a democratic form of government, both public undertakings and their administrative ministries in their turn are accountable to Parliament for their performance. Autonomy and accountability must co-exist being directly interrelated. Autonomy carried to an extreme would totally frustrate the principle of accountability while accountability also carried to an extreme would nullify its very concept. As public undertakings are to be judged by their total results, they should have sufficient operational autonomy. The Government s control should be restricted to issuing of policy directives, exercising of strategic control and making of necessary coordinating arrangements to fulfil its responsibility for effective implementation of its socio-economic goals. At present, there is a growing tendency on the part of the Government to interfere in the day-to-day working of the enterprise. Autonomy is a pre-requisite for the successful functioning of public enterprises. This is all the more important in view of the persistent allegations of Government J 1407 3 P.T.O. interference in the internal affairs of public enterprises. Each five-year plan has emphasised the need for autonomy of the public enterprises in regard to the management of their affairs. Of late, several measures have been initiated to respect their autonomy. Civil servants are no longer appointed in public enterprises. Professionalism in public enterprises is being consciously promoted. Last but not the least in importance, is the recent policy of signing a Memorandum of Understanding (MOU) between the public enterprise and the controlling Government Ministry.
