PUBLIC ADMINISTRATION PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S J 1405 2 SECTION - I - I NOTE : This section contains five (5) questions based on the given paragraph. Each question should be answered in about thirty (30) words and each carries five (5) marks. (5 35 525 marks) (5) (30) (5) (535525 ) Read the passage below, and answer the questions that follow based on your understanding of the passage. The politicians desire relationalisation of the existing structure so as to make it more mass-oriented. Bureaucrats desire that any structural change should not disturb their existing power - dominance. Consequently, there is more of politician-mass interaction, than bureaucrat mass interaction. This attitudinal variation is a major source of tension between the politicians and bureaucrats. The positional factor as well as similarity of interests is another important element of inter-elite relationship. The elite of higher caste and class and senior bureaucrats have no hesitation in interacting with one another, because of parallel positions as well as their keenness for promoting agricultural development through the state. This suits their interests. However, there is restricted interaction between the elite belonging to the Scheduled Caste or the poorer classes because of positional differences between them and also because their social and economic interests differ. Thus politicianbureaucrat interaction appears to be more horizontal than vertical. Another source of tension in inter-elite interaction is their difference of opinion about the role-performance of the two as development agents. Whereas politicians view that their as well as the bureaucrat s role should be an integrated one, the bureaucrats differ. They prefer specified roles. According to them, politicians should be only policy-formulators, whereas the implementation of those policies should be the sole responsibility of bureaucrats. They do not favour an overlapped role or jurisdiction. As regards the norms of social behaviour, politicians preferance is for similar norms for bureaucrats and politicians alike. Such norms should be applicable at all structural levels of administration. According to them, it will help in developing mutual trust and coordination among politicians, bureaucrats and the masses. On the other hand, bureaucrats (mainly the senior bureaucrats) feel that social norms must be prescribed and that inter- personal relations among politicans, and bueaucrats must be structured on the basis of the distinction of rank, authority and status. The impact of all these factors is that politicians only with similar caste, class or status can claim to be more effective in their dealings with their bureaucratic counterparts, whereas due to their infrequent interaction with the bureaucrats, the elite of lesser rank, status or caste find it difficult to be so effective.
