PUBLIC ADMINISTRATION PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S D 1408 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. Each question should be answered in about thirty (30) words and carries five (5) marks. In Parliamentary Democracies as in Great Britain and India, it is the political executive which enjoys sweeping powers of introducing administrative reforms through its decisions and directives. The support that the Government in power enjoys in Parliament provides it enormous credibility and leeway. Little wonder, structural reorganization in Central and State Governments is a most recurrent phenomenon in India. The British experience in respect of its Central Government is also not very different. Conversely, in a presidential system, as in the United States, the process of administrative reforms is not entirely flexible, as most of the reforms require legislative approval which given the nature of the American system, is hard to obtain. That is why, the process of administrative reforms is slow and infrequent in the US. However, both the systems are capable of introducing large scale and comprehensive reforms and this has been proven by the major reform efforts introduced in the UK following the presentation of reports of the Haldane committee (1918) and the Fulton Committee (1968) and in the USA, following the Brownlow committee (1937), the first Hoover Commission (1949) and the Second Hoover commission (1955) reports. In India, however, despite the twenty reports of the Administrative Reforms Commission (1966-70), no single reform effort can be given credit for shaping the structure and spirit of the Indian administration significantly Administrative reforms in India have been a series of landmarks, a good number of them dating back to pre-independence days.
