Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S D 1406 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. Each question should be answered in about thirty (30) words and carries five (5) marks. (5x5=25 marks) (5) (30) (5) (5x5=25 ) It was reasonable for development administration to drive out comparative administration as a priority concern, since the task of understanding what came to be known as the Third World required (and still requires) any talents available. Not only were the places exotic to western officials and academics but many of them had rather suddenly become nation-states. Much of our understanding of the advanced world depends on our knowledge of fixed historical routines (institutions). When nations are new there are no national standard operating procedures for comparativists to study. Some Third World nations to be sure, are relatively old nation-states. Latin American-states, for example, have had more than a century of national independence. Decolonization in North and South America occurred a century before decolonization in Asia, Africa and the Middle East. This means that the Third World is not a very homogeneous grouping of countries. Not surprisingly, the reception of Rigg s theory of prismatic society-derived from the study of Thailand, Korea, the Phillippines, and Taiwan - received mixed reactions in Africa (Kasfir 1969). Given the diversity of the Third World, ethnocentricism is inevitable - not western ethnocentricism nor chauvinistic ethnocentricism but ethnocentricism based on the constant need to extrapolate from the experience of only a sample of countries.
