Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. Not only were the places exotic to western officials and academics but many of them had rather suddenly become nation-states. Much of our understanding of the advanced world depends on our knowledge of fixed historical routines (institutions). When nations are new there are no national standard operating procedures for comparativists to study. Some Third World nations to be sure, are relatively old nation-states. This means that the Third World is not a very homogeneous grouping of countries.
