POLITICAL SCIENCE PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. Each question should be answered in about thirty (30) words and each carries five (5) marks. (5x5=25 marks) ( 5) (30) ( 5) (5x5=25 ) Read the following passage and answer the questions given at the end of it : We are also at a point when the Gandhian utopia is difficult to revive and translate into reality. The Gandhian vision and programme requires a very large array of local workers tied together in a common mass movement for national mobilisation and transformation in the direction of Gandhi s concept of swaraj. This was undermined after independance when the Gandhian components of the movement namely, the constructive work programme, got co-opted and corrupted through state patronage of voluntary organisations while many of the Gandhians got exposed through their blend of moralist rhetoric and amoral behaviour (as well as an almost complete absence of moral courage). There are also new difficulties in reviving the Gandhian wisdom. Forty years of modernisation have led to drainage of both resources and talent from the rural areas, which has, in large parts of the country; debilitated the villages and their community bases and has rendered them into mere units of agricultural production. In the meanwhile, the various programmes of constructive work in the rural areas have suffered not just as a result of massive dependance on state patronage but also due to their inability to mobilise fresh talent and creativity, and the even bigger incapacity to think of voluntary activities as catalysts for militant struggle against discrimination and injustice. While more than 70 percent of India is still rural, its capacity to generate a village based mode of J 0207 3 P.T.O. economic and social regeneration has declined considerably. The irony is that whereas the failure of the Nehruvian model has given rise to a major revival of interest in Gandhiji s ideas and perspective decentralisation, relevant technology, people s participation in the process of power, the basic criterion of benefitting the last man as the test that any action of policy must pass. There exists little by way of organising a political movement on Gandhian lines at a time when the spread of western ideas through a colonial education system, the power of the mass media and the seductive draw of a consumerist culture are producing a homogeneous mass mind (the world over but also including India) that is not conducive to such a movement.
