ANTHROPOLOGY PAPER III - III NOTE : This paper is of two hundred (200) marks containing four (4) sections. Candidates are required to attempt the questions contained in these sections according to the detailed instructions given therein. (200) (4) S J 0708 2 SECTION - I U I Note : This section contains five (5) questions based on the following paragraph. Each question should be answered in about thirty (30) words and each carries five (5) marks. (5x5=25 marks) (5) (30) (5) (5x5=25 ) Read the following paragraph carefully and answer all the questions given below. Answers should not exceed 30 words in each case. An important source of inequality in the world today is the disparity in living standards between the developed industrialized countries and the underdeveloped or less developed nonindustralized countries. To understand the causes of this situation anthropological perspective is essential. In its ceaseless search for raw materials, cheap labor, and new markets for their products, Europe created vast systems of colonized and dependent countries. Because of political and economic restrictions and exploitation, these countries could not accumulate capital nor develop their own forms of industrial production and, as in the case of China, many even have regressed to earlier levels of productivity. That much of the phenomenon of underdevelopment is a legacy of colonialism and imperialism can be seen from the case of Japan. The comparison of Japan with Java is especially illuminating because in precolonial times both countries enjoyed decentralized feudal political and economic conditions well suited for the growth of capitalism and for industrialization. Japan, which isolated itself from direct European influence , made a successful transition to industrial capitalism, whereas Java, directly ruled by the Dutch, remained rural, agrarian, and impoverished. J 0708 3 P.T.O. With the approaching end of the era of direct colonial rule, the underdeveloped countries have yet to find an easy or certain path toward improving their lot. The development process has increasingly come to be seen as involving a complex interplay between infrastructural and structural components. Narrow technological solutions such as those embodied in the Green Revolution have fallen into disrepute. As in the case of Java, Mexico, and Bangladesh, it is generally recognized that expensive new production techniques tend to benefit the well-to-do farmers more than the rural poor. Further disillusionment with mere technification stems from the adverse consequences which the substitution of machines for human labor have had upon the employment situation. There is growing recognition in both the developed and less developed countries that a considerable share of the development process will have to depend on appropriate technologies such as bullock power that utilize local skills and resources in combination with more efficient and equitable social management policies. Transfer of the present system of industrial agriculture to the rest of the world does not seem feasible or desirable in the light of the current rate of depletion of fossil fuels, the high rate of world population growth, and the many unpleasant side effects of industrialism. There is no doubt that, in general, high rates of population growth have an adverse effect on the development process. Yet, there is no purely technological solution to the population problem. Current rates of rearing children reflect the importance of children for economic security and advance under conditions where survivability is uncertain, there are no alternative provisions for the aged, and children constitute a large part of the labor force. Cheap contraceptive techniques will not substantially reduce the rate of increase as long as these social, political, and economic conditions prevail. Underdevelopment can seldom be attributed primarily to values and other superstructural components of sociocultural systems. Among peasants, an image of limited good is widespread. However, there are also contradictory values and attitudes that lead to innovations under appropriate structural and infrastructural conditions. In Tzintzuntzan, despite the image of limited good, men struggled for a chance to work as migrant laborers, and both men and women participated in a series of ill-fated development experiments in the hope of bettering their lives.
