What is meant by motorable in dry season?

Okay so when in toposheets we're supposed to find the distance between two settlements via a cart track..
do we keep the string in the centre of the settlement or on the outskirts of the settlements just where the cart track starts. 
because they ask the distance between TWO SETTLEMENTS and often the answer varies by a whole kilometer.
