As a result of their disability, the majority of adults in this minority group may be described as vulnerable. Many critics agree that disability is difficult to define. Consequently, models have been put forward to help define and explain disability. Disabled adults are often dependent on others to care for, support and advocate for them, therefore it is essential that all carers embrace the principle of empowerment . In order to promote this principle, it is essential that all care workers are trained and that codes of conduct and the Care Value Base are adhered to. Law and policy should also guide the practice of all care workers so that disabled clients are cared for safely and in a manner which respects their uniqueness and identity. Mrs Singh s husband is at home alone. He is quite frail and depends a lot on his wife for help with the activities of daily living. A home care worker visits in the morning but only stays for half an hour. Although the Singhs have no family of their own, they have nieces and nephews who are very attentive to them. They have lived in the UK for over 40 years but their spoken English is not always clear and staff need to take time to understand what Mrs Singh is saying. Mrs Singh is deeply religious and spends up to two hours each day in prayer. Mrs Singh is worried about her own health and she is also concerned about how her husband will cope at home without her. She feels frustrated at the way some staff tend to talk about her to each other without addressing her. She is also annoyed because a carer said, Those Muslims are a nuisance with all that religious nonsense they go in for . Another significant element of formal care is that which is provided by voluntary sector organisations. There are approximately 400,000 voluntary organisations in the UK.
