Although elections were held in November 2003, the Members returned at that election have yet formally to sit. The Assembly cannot exercise its legislative functions until devolution is restored. In the absence of devolution, Members of the Legislative Assembly still carry out constituency work and receive reduced salaries and full allowances. Since the signing of the Good Friday Agreement, the SDLP s history has been one of decline and worried-glances over the shoulder, at the seemingly unstoppable rise of Sinn Fein. The latter has made itself the face of Northern nationalism. The SDLP has slipped from leadership of Northern nationalism to bit-part player a status confirmed by its limited role during recent efforts to try to restore devolution to Northern Ireland.
