At around 3 pm , I drove my Ford Ikon into 80 Feet Road in Indiranagar in Bangalore, heading for a meeting with a client . As I entered the wide road, I saw a posse of traffic constables who stopped my car on the side and asked me to produce my car documents to the traffic sub-inspector [SI] who was standing on the footpath. I walked up to the S I and showed him my driving licence. He then asked me to show him my car insurance certificate and pollution emission certificate. I walked back to my car realizing that I was not carrying either document. Cursing myself for such a slip, I apologized to the SI and asked what needed to be done. A half smile came upon his lips and he told me that the fine for not carrying the two documents was Rs 600, but I could pay him Rs 300. I took out my wallet and told the SI that I would pay the fine and he could issue me a receipt for the same. The SI suddenly grew hostile and in a stern voice told me that the fine would then be Rs 1,100. I paid him Rs 1,100 and took the receipt wondering why the fine had suddenly escalated just because I wanted a receipt instead of paying the Rs 300 bribe for which he d asked. As I was driving back home after the meeting , I found myself angry as well as irritated over what had happened : with myself for not carrying the documents, and with the SI for blatantly demanding a bribe. When I reached my house, I logged on to the internet and found that the traffic police of Bangalore had a website, which gave details of the chargeable fines. It also had a page for logging complaints, with the email id of the additional commissioner of police [ACP] for the traffic division. I wrote an email to the ACP, narrating what had happened.. I copied the Lok Ayukta in on the message. Once I had sent the email I felt better, since I thought I had played my role as a diligent citizen. The next day , at about 2 pm, I logged into my email and found three messages from the ACP! The first informed me that I had done the right thing by paying the fine and not the bribe, the second mail asked that I submit my complaint in writing and fax it to the ACP [which was necessary for action to be initiated against the SI]. The third mail carried the ACP s direct numbers [and his cell number too] and a request that I call him so that he could personally follow-up with me as well. On 8th June , I received a mail from the ACP stating that the erring SI had been suspended from services. I called him to thank him for his prompt action and to ask if anything more was required of me. He introduced himself and thanked me for doing what I did! He said that several Bangaloreans brought cases to him but backed out when asked to give the complaint in writing. He apologized to me, saying he was sorry that somebody from his department had tried to bribe me and also harassed me, for the SI in fact did not have any business stopping me and asking for my documents since I had not committed any traffic violations. He invited me for tea at his office too. After I kept the phone down, I could not believe that, within forty-eight hours of having asked for a bribe , the person who had , in a short ten-minute conversation , changed my notions of public services officers. I sought an appointment with him, and a few days later visited him in his office. I reached his office early and was immediately ushered into his cabin where I waited till he finished his meeting with a previous delegation. Precisely at 4.30 pm he ended his meeting and turned to me, spending the next twenty minutes discussing several aspects of traffic policing in Bangalore. Of course I got my cup of tea too [many corporate clients I visit do not see me on time and do not ask me for a cup of tea!] As I was leaving the ACP s office, I told him, over the years many of my friends and cousins have urged me to migrate and settle in one of the western countries, but I have consciously chosen to stay back in India. It was an impromptu comment, straight from my heart ,to which the ACP just smiled and shook my hand. When I was walking out of the ACP s office , I felt reassured that if we have officers like him in our country, there is a glimmer of hope against corruption , provided we as citizens have the courage to say no to bribes, and have the inclination to report cases of bribe. I am no major social activist, yet I found all the information I needed on the web. And , of course, Gandhiji s words came to my mind, Be the change you wish to see in the world.
